US senators are meeting during the weekend for the first time since the government shutdown began more than a month ago, but hopes for a bipartisan agreement on how to resolve the standoff appeared to recede as GOP senators proposed a proposal unacceptable to Democrats: eliminating the Affordable Care Act, called Obamacare.
Deepening Impact of Government Shutdown
The effect on US citizens from the lengthiest closure of the federal government in history worsened on Saturday, as government employees went without pay, airlines were forced to ground planes and SNAP benefits have been delayed for 42 million Americans.
President's Proposal from Florida Resort
As Saturday's meeting got under way, GOP senators embraced a suggestion made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be replaced by health savings accounts.
"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
Republican Support
Several Republican senators welcomed the proposal, which is similar to a replacement for Obamacare put forward in 2017.
"We're going to replace this broken system with something that is truly better for the patient," one senator stated.
Another senator commended Trump's suggestion on social media, and stood next to a giant blow-up of Trump's post as he spoke on the Senate floor.
"I am drafting the bill right now," a third senator posted in response to Trump's proposal. "We must stop taxpayer money from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."
Democratic Response
Opposition senators shared alarmed reactions to Trump's plan.
"Essentially, Donald Trump's 'proposal' for health care is another calculated attempt to repeal Obamacare," one Democratic senator stated. "This is the same unsuccessful Republican plan that's been rejected by voters and Congress."
Another senator responded to the censure of carriers by writing: "Oh, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Really? In that case I welcome your support for Medicare for All."
Continuing Negotiations
The Senate adjourned without finding a solution, but Senate Republican leaders have signaled an openness to an emerging proposal from a small group of centrist lawmakers to terminate the shutdown in exchange for a future vote on the Obamacare payments.
One Democratic senator, who is spearheading the talks among centrists, said that Democrats "require another path forward" after Republicans rejected an proposal to reopen the government and continue the payments for a year.
Another leading Democratic lawmaker continued in arguing that Republicans should agree to a one-year extension of the payments before discussing the long-term of the subsidies.
"Inaction is irresponsible because people will go bankrupt, people will lose insurance, people will get more ill," the senator said in a Senate address. "That is what will happen if this Congress does nothing."
Political Situation
Not one of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same carriers, or that Republican legislators need the backing of eight Democrats to restart the government, and the idea of repealing and replacing Obamacare with HSAs is improbable to earn a single Democratic vote.
Several analysts suggested that the essence of such a plan would remove the ACA's mandate that carriers cover patients with existing health issues.
After his golf outing, Trump returned to his residence and doubled down on his insistence that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a iteration of the proposal that was unsuccessful to garner enough backing in 2017.
